The draft agreement outlines the establishment of a Reconstruction Investment Fund designed to harness and reinvest revenues derived from Ukraine's extensive mineral resources, including rare earth elements, hydrocarbons, and other extractable materials. Under the proposed terms, Ukraine is set to allocate 50% of its revenue, after operational expenses, to this fund until contributions total $500 billion. In return, the United States commits to a long-term financial investment aimed at fostering a stable and economically prosperous Ukraine.

Security Guarantees and Military Aid

Notably, the current draft does not encompass explicit U.S. security guarantees or assurances regarding the continued provision of military aid to Ukraine. Discussions concerning future arms shipments remain ongoing between Washington and Kyiv. This omission has raised concerns, especially given the volatile security situation in the region.
