The Cook Islands-flagged vessel, believed to have Russian ties, was moved to an anchorage in Porvoo, 40 kilometers from Helsinki, for a more thorough investigation. Finnish authorities suspect the ship is part of Russia's "shadow fleet," used to transport embargoed oil products. NATO has pledged increased security in the Baltic region following incidents involving critical infrastructure.
